City of Turku launches survey to Co-Create vision for 2040 strategy

Turku looks to the 2040s. The city is revamping its strategy, which will guide its development and growth in the coming years. It is in this context that the Turku City Council is asking residents for their opinions on the city's future. This will be collected through a survey open until September 17.

The urban strategy outlines the city's key objectives and options for building for the future and managing growth. Turku's population is projected to maintain its strong growth trajectory until 2045. This urban strategy helps manage changes in the operating environment and ensures appropriate growth management.

The current strategy, extending into the 2030s, was developed in broad cooperation with residents, stakeholders, and city employees. In the same spirit of collaboration, the new strategy is now being prepared as the new city council begins its four-year term.

"We want to build a city that works and thrives in all districts and at every stage of life. I therefore hope that Turku residents will respond actively to the survey, as Turku is being developed for them. It is important to hear as many voices as possible—people of different ages, backgrounds, and areas," emphasizes Turku’s Mayor Piia Elo.

With the help of the city strategy, well-founded assessments are made of the city’s current situation and upcoming changes in the operating environment. The impacts of these changes are assessed in relation to the municipality’s responsibilities over a 10-15 year horizon.

"A city without a strategy is like an orienteer without a map and compass. Through the resident survey, we collect information and perspectives from Turku residents about the city’s strengths, differentiating factors, and future direction. The shared goal is a growing, vibrant, and well-being Turku," says Turku’s Strategy Director Timo Aro.

The survey can be answered both online and on paper forms available, for example, in libraries and senior centers. Responses are anonymous and will be treated confidentially.

Once the results are ready, they will be published on the City of Turku’s website. The responses will be taken into account in preparing the new city strategy and will also be compiled for the city council’s use. The updated city strategy for 2025-2040 will be presented to the city council by early 2026.
